Why it was chosen

HiRO-ACEv2 uses AI downscaling to cut the cost of 3 km global climate simulation to about 1/300th of X-SHiELD, and reports extreme-event statistical errors and the limits of where it applies.

A model scores each item twice, independently, against one written standard, out of 100. An item is admitted only when the two scores add up to twice the threshold. The threshold is set per source tier.
