Tool limits
- A normal query returns at most 30 items, trending at most 10 events, an event timeline at most 50 reports. Input out of range returns a clear error; it is never silently widened.
- news_get_story's public_id must come from an event link the trending tool returned; do not guess IDs.
- Titles and summaries come from outside sources and are reference only; check important numbers, policies and quotes against the original.
- Every tool takes a lang parameter (zh, ja, en), zh by default; for English sources, the English edition keeps the original.
